Council okays partial closure of Archbishop Reyes By Rene H. Martel Sun.Star Staff Reporter
THE Cebu City Council yesterday finally approved the partial closure of Archbishop Reyes Ave. after the Department of Public Works and Highways (DPWH) 7 submitted all required documents.
Motorists will just have to bear heavy traffic in the area because the partial closure, which will take effect immediately, is set to last up to Nov. 16 this year.
DPWH, through contractor WT Construction, is building a flyover at Archbishop Reyes Ave.’s junction with Mindanao Ave. and Escario Ext.
Cebu City north district Rep. Raul Del Mar, through his Priority Development Assistance Fund, is funding the project.
The council had been asking, among others, for DPWH’s permits and rerouting scheme since it first asked for the closure last April.
But the agency did not submit the documents and promised to do so when the contractor really needs to close lanes for the project.
It submitted the documents Wednesday last week, but they arrived when the session already adjourned.
DPWH had wanted to partially close the road last Friday, but Vice Mayor Michael Rama turned down the verbal request of City Engineering District Chief Nicomedes Leonor.
Under a traffic ordinance, it is only the council that has the authority to close roads within the city.
Among the documents DPWH submitted was the rerouting plan the Cebu City Traffic Operations Management (Citom) office will implement in line with the partial closure.
Starting today until Aug. 18, all vehicles from Banilad going south will take a detour and make a left turn for Juan Luna Ave.
Public utility jeepneys, except for the 13B jeepneys, will pass through Cardinal Rosales Ave.
Private vehicles and 13B jeepneys may pass through Mindanao St., which intersects Cardinal Rosales Ave.
And from Aug. 19 to Nov. 16, the two lanes going north of Archbishop Reyes Ave. will be the one closed to traffic.
Except for private vehicles and 13B jeepneys, all vehicles will make a right turn to Luzon Ave., turn left to Cardinal Rosales Ave., and another left turn to either Cabantan St. or Juan Luna Ave.
