Cedf-it signs deal to administer NCC proficiency exam in Cebu
AFTER launching its professional certification examination through a validation testing in Java programming last May 8, the Cebu Educational Development Foundation for Information Technology (Cedf-it) has signed a memorandum of understanding with the National Computer Center (NCC) to enable it to administer NCC’s ICT professional proficiency exam in Cebu.
Through this agreement with NCC, Cedf-it will serve as the regional conduit for the conduct of NCC’s proficiency examination in Systems Analysis and Design (SAD) and Programming, for government and private sectors. It is still collaborating with NCC on including Program Management later on.
The National Computer Center is the lead agency for promoting the use of information and communications technology (ICT) in the government. Through the National Computer Institute (NCI), its training arm, it assesses the competence or proficiency of those holding ICT positions and certifies those who are qualified for the grant of civil service eligibility.
Cedf-it, which will open its own Professional Certification, Training and Review Center (PCTRC) in Asiatown IT Park today, has the capability to administer NCC’s ICT proficiency exam here in Cebu, said Cedf-it executive director Bonifacio Belen.
It allows more accessibility as practically any IT professional who wishes to take the proficiency exam can just go to the testing center.
The PCTRC will conduct the exam not only twice a year, as was the custom of the NCC in conducting the exam for Cebu in the past, but weekly if possible, Belen said.
The center has 12 computers available for the exam. The testing modules will be derived from NCC.
PCTRC also conducts refresher and review lessons and training in the center for the examinees to prepare for the exam.
NCC, on the other hand, in coordination with the Civil Service Commission (CSC), will provide the necessary policy directions and oversee the conduct of the exam as a whole. NCC will work with the Commission on Higher Education and the Technical Education and Skills Development Authority for the grant of appropriate accreditation of IT-certifying bodies and their examinees.
Recognition
According to Angelo Rivera, director general of NCC, this is one way of pushing for more recognition of the ICT Proficiency Exam in the industry as well as the industry-based certification examination in the government, which serve as bases for ensuring adequate supply of world-class IT professionals in the government and in the ICT workforce.
The PCTRC serves as one of Cedf-it’s venues in developing and uplifting the proficiency of IT professionals and practitioners in Cebu. Lady Nice Taneo/UP Intern
