Chinese faces kidnap charge

THE Chinese national who allegedly forced a truck driver inside his car’s baggage compartment is now facing kidnapping and illegal detention charges.

Over a traffic altercation, the suspect hogtied and locked the victim up in the compartment as he had dinner with his family in a hotel.

SPO4 Francisco Baguio, Lapu-Lapu City chief investigation section, said they filed the information last Tuesday against Shiyu Chen Gao, 37, who lives in Barangay Gabi, Cordova town.

PO3 Fermin Donque submitted the information with the affidavits of victim Mario Labuca, 60, and witness Reyboy Casile, 30, a traffic enforcer.

The City Prosecutor’s Office is giving Gao 10 days to answer the allegations against him.

Labuca, in his affidavit, stated that he and Gao had an argument over traffic at 9:45 a.m. last June 24 in Barangay Pajo.

When they confronted each other, Gao introduced himself as a police officer.

The suspect then pulled the victim from the truck driver’s seat and pushed him into the baggage compartment of the suspect’s Honda CRV.

Witness Casile supported this allegation. He said that when he tried to intervene, Gao, “in a very arrogant manner,” showed his identification card and introduced himself as a police officer.

Labuca said he remained inside the baggage compartment, with both hands tied for more than an hour, while Gao and his family went to a restaurant in a hotel in Mabolo, Cebu City.

Labuca was kept in the baggage compartment until they went back to Lapu-Lapu City police station at 11 a.m. that same day. It was then at the station that the victim and witness learned that the suspect was not a police officer and just used an ID allegedly signed by one General Maganto.OCP
