Thursday, August 12, 2004 Talk back: Not obstructionism

This is in reaction to the editorial entitled, “Obstructionism at Capitol” (Sun.Star Cebu, Aug. 6, 2004). We understand that the title refers to Gov. Gwendolyn F. Garcia’s rejection of the proposal of Vice Gov. Gregorio Sanchez to appoint a certain Neil Edwin Wagas as his consultant.
Lawyer Pablo John F. Garcia, the province’s consultant on organization and management, said the appointment of any consultant to the vice governor is not an entitlement but an accommodation. Only the governor has the final say on the matter. And by rejecting the proposal, she was just exercising her prerogative.
It was Wagas who promoted divisiveness and obstructionism in the Provincial Capitol when he wrote an opinion letter to a local paper. In fact, the vice governor no longer insisted that his appointment be approved.
That the governor approved the appointment of former Talisay vice mayor Lani Abarquez as the vice governor’s consultant for legislative affairs proves that the governor is not into any form of obstructionism.
Lawyer Garcia said that as long as the appointment is legal and for the common good, the governor will always accede to their request.
