A PRIVATE organization is asking Gov. Gwendolyn Garcia to convince local officials of Carcar to declare the southern town as a “heritage district.”
The Carcar Heritage Conservation Society (CHCS) is alarmed over what it sees as “rapid” development in Carcar “without heritage considerations.”
