Speak out: Pity those suspended cops
By Pantaleon Montecalvo
Mandaue City

I pity my two friends who were suspended after PRO 7 Director Rolando Garcia caught them for not wearing headgears at Camp Sergio Osmeña last Sept. 9.

But my friends’ worst fear is when they will have a bleak Christmas if rumors that the director will cut their bonus are true. One-day suspension is reasonable, but withholding the productivity and Christmas bonuses is excessively oppressive.

Garcia imposed the punishment based on the policy of new PNP chief Edgardo Aglipay.

But no letter of instructions or directive expressly setting administrative sanctions against such an infraction was presented.

Garcia said there was no need to investigate the two to justify his action. But how can he have moral ascendancy when, upon seeing my friends with no caps on, he did not consider that he himself then had no headgear on.

I respect the good director knowing he still has a heart to reconsider his order.
