City jail to open concrete ceilings

THE Cebu City Go-vernment has formulated a new strategy that officials believe will solve the continued proliferation of illegal drugs in the Bagong Buhay Rehabilitation Center (BBRC).

The solution: open the concrete ceiling of all detention cells at the city jail and replace it with iron railings.

This way, BBRC warden Nestor Velasquez Sr. said, jail guards posted at the rooftop would have “a direct view of the inmates in their respective detention cells.”

Morning inspection

Initial inspection of the areas to be renovated was conducted at 9 a.m. yesterday.

Vice Mayor Michael Rama, Councilor Proco-pio Fernandez, Acting Cebu City Police Director Melvin Gayotin and lawyer Gregorio Bacolod, who heads the oversight committee that oversees the daily jail operations, made the inspection.

Galvanized roofs

Velasquez said Gayo-tin suggested the strategy last Friday during the weekly meeting of the Police Coordinating and Advisory Council (PCAC) headed by Rama.

The proposed strategy got the approval of all the PCAC members.

To protect inmates from heavy rains or the heat of the sun, galvanized roofs will be constructed at the top.

Apart from replacing the concrete ceiling with iron railings and putting galvanized roofing, a bigger tarpaulin will also be provided that would be used as roofing at the BBRC basketball court.

Alternative shelter

The basketball court has been utilized as an alternative shelter for the inmates because not all 2,358 of them can be accommodated at the cells.

The International Pharmaceuticals Inc. (IPI) promised to purchase the tarpaulin and shoulder the expenses for the renovation.

IPI engineers, Velasquez said, are expected to visit BBRC today to assess the area and make a quotation of the expenses for the project. (JST)
