Micame: Encourage households to segregate wastes By Rel P. Micame
RA 9003. The Department of Environment and Natural Resources (DENR) is encouraging local government units (LGUs) to form clusters to make it easier for them to comply with the provisions of the RA 9003 or the Ecological Solid Waste Management Act. The law has outlawed the use of open garbage dumpsites. The law also mandates that LGUs put up sanitary landfills.
Furthermore, the law provides that garbage should be segregated first before they are dumped into sanitary landfills. The LGUs, therefore, should conduct an information campaign requesting households to segregate their garbage into categories—biodegradable, non-biodegradable and toxic and put them separately in color-coded plastic containers.
Along this objective, LGUs should enact ordinances for strict compliance of the color-coded segregation of the garbage.
CLUSTERS. In northern Metro Cebu, Consolacion, Liloan, and Compostela towns should pool their resources and buy land to house the facility. Since Liloan is at the center, it is but natural that the facility be placed in this locality.
Since Mandaue City is a rich industrial metropolis, it can very well afford to put up its own sanitary landfill facility. While Lapu-Lapu City can also afford to have its own, it should form a cluster with Cordova town for the purpose.
VIOLENT EDUCATOR? Dr. Epitacio Mendoza, the beleaguered principal of Liloan Central School, is lucky to get the support of 36 public school teachers who deny that their school principal is violent.
Socorro Aparece, speaking in behalf of the 36 teachers, said that Mendoza “has never been violent in his two-year stint at the Liloan Central School.”
In expressing her support for the beleaguered school head, Aparece further said, “He deals with us professionally. He is okay. He is not even strict with us.”
With the support of the 36 teachers, Mendoza should hire a topnotch lawyer to assist him in his case.
INTEGRATION. Four barangays in Cebu City—Carreta, Mabolo, Tejero and San Roque— will be richer next year in terms of share in real estate taxes once Mayor Tomas Osmeña integrates the Cebu north reclamation area to these adjacent barangays.
For several years, residents in the north reclamation area have been in limbo as to which local political jurisdiction they belong to.
Among the four adjacent barangays, Mabolo enjoys a better advantage over the others. SM, the biggest establishment in the reclamation area in terms of real estate assessed values, banks and other big commercial establishments, belong to Mabolo. Next to Mabolo is Barangay Carreta, where White Gold House and other commercial houses are located
Once the integration will be in place, the residents in the north reclamation area can avail themselves of the basic services from the barangays.
BENEFICIARY. While Gov. Gwendolyn Garcia can gain control of the Cebu Provincial Board (PB) with the capture by Consolacion Councilor Alfred Francis “Alfie” Ouano of the presidency of the Philippine Councilors’ League (PCL Cebu chapter, the Municipality of Consolacion is doubly elated because the town has now two representations in the provincial legislative body.
Aside from Ouano, Hon. Victor Maambong, who won as regular PB member representing the sixth district during the last election, is from Barangay Tugbongan, Consolacion.
