RIID cop caught ‘extorting’ money

AN OFFICER of the Regional Intelligence and Investigation Division (RIID) was arrested by his colleagues for allegedly extorting from a police applicant in an entrapment last Tuesday night.

The arrested policeman was PO1 Honorato Alilin, who is detailed at the human resource section of the Regional Personnel Human Resource Doctrine and Development (RPHRDD) office of the Police Regional Office (PRO) 7.

Alilin was arrested at 9:30 p.m. in a restobar on Ramos St., Cebu City, after receiving the P5,000-cash handed over by complainant Ricky Linawagan.

Linawagan is a police applicant and a resident of Barangay Looc, Ginatilan, Cebu.

The 10 P500-bills handed over by Linawagan was found in Alilin’s possession.

Alilin denied the allegations. But an examination conducted by the PNP Crime Laboratory found him positive of ultraviolet fluorescent powder.

The operatives, led by RIID Chief Cecil Ezra Sandalo and SPO2 Rex Cabrera, made the entrapment on Alilin after RPHRDD Chief Jesus Gacquing coordinated with Sandalo’s office about the alleged illegal activity.

The RIID then looked for the whereabouts of Linawagan so he could give information about the alleged extortion.

Linawagan formally lodged a complaint with the RIID against Alilin.

Linawagan told the operatives that Alilin demanded P50,000 from him in exchange for favorable results from all interviews he will undergo as part of the PNP recruitment.

Linawagan said he had paid an initial amount of P20,000 on Thursday last week in a restaurant in Mandaue City. He promised to pay the rest of the amount on installment basis.

The RIID operatives then planned the entrapment operationt.

Alilin, in a brief interview yesterday, denied the accusation. He accused Linawagan of being the one who offered the P5,000 because of gratitude.

Alilin also said there was no payoff of P20,000 last week.

Supt. Edgardo Inking, PRO 7 information officer, said that charges of bribery and grave misconduct will be filed against Alilin today. (JST)
