20 workers test positive of drug use

TWENTY Mandaue City Hall employees have tested positive of drugs, but their urine samples were still sent to the Philippine Drug Screening Center for “confirmatory” tests.

But City Health Officer Oscar Quirante said the names of the 20 employees are not yet available.

Besides, doctors from the Dangerous Drugs Board still have to interview those who tested positive to determine if they are addicted to drugs or not, added Quirante.

Mayor Thadeo Ouano yesterday assured that the Civil Service rules on sanctioning erring employees will be observed.

“If it warrants termination from service, then I will have to dismiss them,” Ouano said in Cebuano, adding that he will refer the cases to the City Legal Office.

Due process

Acting City Attorney Erwin Rommel Heyrosa said employees will be given due process and will be asked to make a written explanation why they should not be dismissed from service.

Upon Ouano’s directive, some 2,220 City Hall employees, including the mayor himself, took the drug test scheduled for last Oct. 14 and 15.

Of the other elected officials, only Councilors Wenceslao Gakit, Carlo Fortuna and Allan Borbajo took the test. They tested negative.

Ouano again urged the other city officials to also submit themselves to drug test to serve as example to others.

The drug testing is part of the City’s efforts “to clean its own backyard” after clandestine shabu laboratories were discovered in Mandaue last month.
