Previous PB earns dismal scorecard

THE previous Cebu Provincial Board (PB) failed to get high performance rating from the Department of Interior and Local Government (DILG), a fact that a PB member blamed on intense political conflict that marred the previous term.

The past PB got a “fair” average grade on performance or a mere 2.9 on a scale of one to five, with five as the highest.

It scored “very low” or one on the aspect of formulating a legislative agenda, on the effectiveness of its oversight function, on its legislative tracking system, and on the ratio of public hearings conducted on enacted tax ordinances.

The only aspect the PB scored five or “very high” is for having house rules and for organizing different standing committees.

Even on compliance with the prescribed number of sessions, the PB scored only three or “fair” because it only met 132 or 85 percent of the 156 required number of sessions for the last three years.

Legislative rating

A DILG staff said they assessed the performance based on data given by department heads. The legislative rating is part of the “State of Local Governance Report,” which also has an assessment on other aspects of provincial governance such as environment, economic, social and administrative services.

The report, according to the DILG worker, will be presented to the PB for adoption and for it to be made as basis to formulate an executive-legislative agenda.

PB Member Jose Ma. Gastardo, however, said they will seek clarification with the DILG about the assessment.

“It is part of their duty to monitor, but whether it is accurate is something else. I am not questioning this, we just want verification if the figures are really reflective of the preceding years,” said Gastardo.

Dialogue

Gastardo added that it will be good if the PB can have a dialogue with the DILG on how the legislative body can improve on its deficiencies.

According to the assessment, the PB acted only on 22.6 percent or 492 out of the 2,176 ordinances filed, which earned the PB a score of two or “low” on that aspect. The same rating was given to the PB for the measurement on ordinances passed “in support of socio-economic development and environmental management.”

Aside from failing to come up with a legislative agenda, the DILG assessment also cited the absence of PB guidelines in the conduct of administrative investigation, in monitoring the enforcement of enacted ordinances, and the absence of a periodic assessment of the performance of the overall legislative structure.

There is also no system in place to make sure that there is no duplication of ordinances and an indexing system for users to access local ordinances, among others.
