Sogod residents test project to bring gov’t closer to people

AS PART of President Arroyo’s program of bringing the government closer to the people, a multi-agency activity called Halad sa Katawhan ni PGMA was held yesterday in Sogod, a town in the northern part of Cebu yesterday.

At least 38 national agencies went to the place to bring services nearer to the people. For instance, if one has problems with his birth certificate, he can consult the representative of the National Statistics Office.

The Halad sa Katawhan, which was previously held in Argao, is slated to be held in Bohol next month.

In a speech that Gov. Gwendolyn Garcia delivered, she said the activity showed that the government is going back to its very reason for being—the people.

“In these complex times, it is easy to forget that we —the different subdivisions, departments and agencies of government—are all part of one government, with one direction, and one master we have pledged to serve: the people,” Garcia said.

The activity, she said, shows the real essence of public service and it gives the government a face for the public to see.

“Since my first day in office, I have refused to be cloistered within the cozy confines of my office and have made it a policy to go out and see for myself the conditions and problems around the province to reach out to the people rather than wait,” she added.

Halad sa Katawhan was created in May 2002 by the Office of the Presidential Assistant for Central Visayas headed by Felix Guan-zon with at least 10 national agencies.

It was first conducted in Barangay Tinago, Cebu City, as a birthday present to Arroyo.

Seeing the positive results, Guanzon and Department of Interior and Local Government director Roberto Abejero decided to continue the program, which now has 38 participating agencies. (MBG)
