Micame: Nerissa’s goal By Rel P. Micame
ROLE. Rep. Nerissa Soon-Ruiz (Cebu, 6th district) cannot disassociate herself from the congressional inquiry on the shabu laboratories in Mandaue City scheduled this Thursday or Friday. The lady solon, a member of the House committee on dangerous drugs, said she will inhibit herself from the inquiry.
But Rep. Roque Ablan (Ilocos Norte, 1st district), committee chairman, said Soon-Ruiz will be allowed to ask questions.
WON’T BELIEVE. However, Mandauehanons won’t believe that Nerissa, who had reportedly linked Mandaue City Mayor Thadeo Ouano to the shabu laboratories, won’t capitalize on the congressional inquiry as a forum to discredit the mayor. She has offered to assist the Visayas ombudsman in the lifestyle check on Ouano.
The lady solon will move heaven and earth to destroy Ouano. The mayor, who is on his third and last term as mayor, is eyeing a congressional post in the next local election. He will run if Mandaue City is converted into a lone congressional district.
But whatever elective position he chooses will not matter much to Nerissa. What is important to her is that Ouano will lose his clout in Mandue so that when she runs for mayor in the city in the next election, she will have a better chance of getting the post.
JUSTIFICATION. But will Nerissa succeed in destroying Ouano in the lifestyle check? Can the mayor justify his mansion in Opao? I think so if we examine his sworn statement of assets and liabilities (SAL). Filed in April 2004, Ouano’s SAL in 2003 showed a net worth of more than P56 million. As early as 2000, Ouano was listed as the second richest mayor in Metro Cebu with a net worth of more than P56 million. He was next to the late Lapu-Lapu City mayor Ernest Weigel, Jr., with a net worth of P57 million.
On the other hand, can Nerissa explain where she got the millions to build a mansion in Barangay Casili? According to the Ouano camp, she has reported assets of P1.4 million and liabilities of P1.7 million in her SAL for 2003.
ECONOMIC UPTURN. The vicinity of the old public market in Consolacion, which became economically dead after market operations were transferred to the V & G entrance road, is expected to be alive again when the multi-million commercial complex will rise on the old site.
The Municipality of Consolacion has applied for loan with the Land Bank of the Philippines to finance the construction of the multi-story structure.
The ground and second floors will be for commercial spaces, while the upper floors will be for a school.
