Speak out: Cell phones inside jails By Vincent Cesar Kinasang-an, Cebu City
Inmates inside our jails have committed both petty and serious crimes. Thus, it is a wonder why jail authorities accord some privilege to inmates, like allowing them to own cell phones.
Some detainees use these cell phones in transacting business, including the illegal ones, outside their cells without the knowledge of jail authorities.
Thus, I agree with Gov. Gwen Garcia that jail guards must not allow inmates to use cell phones--and management of jails must strictly impose this rule.
