Nalzaro: What’s Jingjing Osmeña’s agenda? By Bobby Nalzaro
I don't know what is in the mind of former Cebu City councilor Rogelio “Jingjing” Osmeña. He is now holding a very sensitive position as regional director of the Land Transportation Franchising and Regulatory Board (LTFRB) 7 and yet he is still interested in heading the board of the City Traffic Operations Management (Citom). Osmeña is currently the vice chairman of the Citom board. Following the resignation of Dennis Jabonero, who sat in behalf of Mayor Tomas Osmeña as head of the board, the mayor himself is now acting as chairman. But considering the mayor’s tight schedule, Jingjing is now presiding over every board meeting. Note that Jabonero resigned following personal and policy differences with the LTFRB director. So what is Jingjing’s agenda at Citom? While he is an automatic member of the board as LTFRB representative, Jingjing could have remained as an ordinary member and given up the post of vice chairman. Or is he out to control the transportation sector in the city by imposing LTFRB's policy on Citom?
This is the first time that the LTFRB 7 chief is actively involved in the affairs of Citom. To paraphrase a line from a popular television commercial, “Ikaw, ikaw, puro na lang ikaw.”
By the way, Citom miserably failed to ease the monstrous traffic jam that occurred right after the holding of the Sinulog Grand Parade last Sunday evening.
After our Sinulog radio coverage, I drove from the dySS Super Radyo GMA complex in Nivel Hills, Lahug to my residence somewhere in the uptown area. It took me one hour and a half of driving before I reached my destination. I was trapped somewhere in Gorordo Ave. and did not see any traffic enforcer manning the traffic in the various intersections that night.
All the while, I thought that we now have efficient Citom under the leadership of the two powerful and arrogant Osmeñas.
Had Citom prepared for the expected heavy volume of traffic after the street dancing and presentation at the Cebu City Sports Center, it could have deployed its full force to control and manage the traffic flow. But it did not.
I saw former Citom chief and The Freeman columnist Bobit Avila volunteering to man the traffic along Escario St. that night. But Jingjing was nowhere in sight. Maayo pay mo-resign ka na lang diha, Mr. Osmeña.
