Talisay abattoir idle for months

CRITICS of the previous administration were proven right in questioning the “hasty” implementation of Talisay City’s slaughterhouse project in Barangay Biasong.

Five months after completion of the P50-million modern abattoir, the City Government is still unable to have it opened.

City Administrator-designate Aurora Econg, who is also the City’s legal officer, said Mayor Socrates Fernandez has second thoughts of opening the facility.

She said it would be risky for the City Government to run the abattoir considering that it has no trained and experienced personnel to supervise its operations.

In the event any of the “high-tech” slaughtering equipment breaks down, the City Government would be hard put in having it fixed, Econg added.

Private

She said it would be safer and prudent to have the facility leased to a private entity, so that the City Government would be assured of a steady income.

The City Government is now negotiating with the facility’s builder, AVM Bernardo Engineering, for it to run the abattoir for six months to determine the operational income and fix the rental.

Bidding

A public bidding will then be called for private firms to operate the facility, Econg said.

Then opposition councilors Petronilo Empaces, Ben Abatayo and Serrie Restauro had cautioned against going ahead with the project due to lack of feasibility studies.

In 2002, the City Government hired AVM Bernardo Engineering, a Luzon-based company, to build and commission the modern slaughterhouse through a negotiated contract.

The firm was contracted to finish the project in one year, but construction was behind schedule by almost a year.

No sanction, though, in the form of liquidated damages, was sought against the company.

With the abattoir’s state-of-the-art equipment, Talisay residents would now have been consuming clean, safe and quality meat. (RJ)
