Cop rapped for tigbakay raid
A police station chief faces a complaint for allegedly disrupting a tigbakay that had a permit from the barangay and the Mandaue City Hall.
Basak Police Station Chief Jovito Canlapan was reportedly “unruly and arrogant” when he confronted the people in Barangay Pagsabungan, where a tigbakay was held during a fiesta last Feb. 26.
Pagsabungan Barangay Captain Cirilo Congson said Canlapan went to the tigbakay area with a team of policemen, prompting people to scamper.
Congson said Canlapan insisted on raiding the tigbakay even if the barangay captain told him that the activity had a permit.
He said he even signed the organizers’ request for tigbakay.
Congson said Canlapan reportedly kicked one of the organizers and turned the tables, breaking one of them.
“It was as if he was arresting a drug pusher or a thief,” the barangay captain recalled.
Congson said the committee handling the tigbakay is planning to sue Canlapan for the damages he caused.
Canlapan said he received at least seven complaints about the tigbakay, so he went to the site. Some also complained against the holding of hantak.
“That’s illegal gambling,” Canlapan said.
Canlapan said he was prevented from arresting persons so he confiscated two fighting cocks and some coins.
He also said that even if there was a permit, it could still be revoked if the gambling caused problems on peace and order.
Canlapan said if tigbakay organizers sue him, he already has his defense.
Congson said the barangay will not be directly involved if the matter ends up in court, but will be willing to help in the paper work.
