The National ID System was earlier foiled. The main reason for its defeat was that it would violate the right to privacy.

Do we see national ID systems in the US or in Europe? No. They do not have it. Why should we?

What is the diference between the National ID System and the proposed Personal Identification System in Cebu? It did not succeed at the national level so they are trying to sneak it in through the provinces.

The proposed resolution "guarantees the inviolability of the right of privacy of individuals." But it is acually violating this principle.

It is saying two opposing things at the same time as the sacredness of the right to privacy is upheld, but the information on private individuals is practically open to the public and all these in the name of efficiency and cutting of red tape.

First, red tape is a matter of operation and not a matter of information.

The ID card will be used in several transactions, such as SSS and GSIS payments, application form driver's license, passport, marriage license, death certificate, NBI and Police clearances, and business permits, among others.

Unless all these government offices and private companies are integrated under one operation system, the ID system will just be another addition to red tape.

It is actually saying there is no guarantee that red tape will be eradicated. Second, if they are sincere in addressing red tape, they have to assess and improve the operations of several government agencies.

The VAT is already a very hot issue as govenrment is trying to scramble around looking for funds. The ID system will just add to the fund burden as it will require P15 million to implement. Other priorities must be addressed first before pursuing the ID system.
