Drivers raise no objections to higher park fees
Silence met proponents of an ordinance seeking to increase Cebu City parking fees by 50 percent after nobody opted to speak for or against it during last Wednesday’s public hearing.
Although transport leaders were present, no one among them expressed objections, forcing Vice Mayor Michael Rama to end the public hearing.
The City Council invited at least 16 groups but only the Cebu Chamber of Commerce and Industry (CCCI) responded by sending a position paper.
Increase
The proposed ordinance increases the parking fee from P10 to 15 and also designates four more parking fee sites within the city.
City Councilors Sylvan Jakosalem, Procopio Fernandez, and Raul Alcoseba, all members of the City Traffic Operations Management (Citom) board, drafted the ordinance.
Alcoseba told colleagues in last Wednesday’s council session that it was their intention that Citom get another source of fund and, at the same time, discourage long-hour parking in city streets.
City Hall last year also banned overnight parking on all city streets to answer the growing traffic congestion problem.
Parking areas
Citom recommended at least four streets that can be used as parking areas after acknowledging the lack of available parking spaces in some areas in the city.
These are Legaspi Extension (both sides from Sergio Osmeña and Arellano Blvds.), Mariano Cui St. (in front of Chong Hua Hospital), and Gil Garcia and Jasmin Sts.
But to “curb the propensity of parking on city streets,” Jakosalem, Fernandez, and Alcoseba added a provision that sought to regulate the streets’ use by increasing the parking fee.
They reasoned that the new parking fee rate is still low compared with the one charged by privately owned “off-street” pay parking facilities. (RHM)
