Micame: Unfinished road widening By Rel P. Micame
REACTION. This corner got reactions from five readers the other day— three text messages, an e-mail from Arnold Camay who is a Consolacionanon based in Switzerland and another e-mail from Engr. Feil Rosales, a Consolacionanon based in Memphis, Tennessee, USA.
DUSTY HIGHWAY. In a text message, a certain Mae of Consolacion bewailed the grading operations on both sides of the highway in Barangay Pitogo. She said residents are always covered in dust and many kids have contracted cough.
WIDENING. The widening of the Consolacion-Liloan highway was supposed to be included in the Cebu North Road project of the Department of Public Works and Highways (DPWH) more than five years ago. But I don’t know what happened. The widening and concreting was only up to Consolacion town proper. What happened to the appropriation?
When will the DPWH finish the widening and concreting of the highway from Barangay Cansaga to Liloan? The unfinished highway project has caused recurring traffic jams.
NORTH COASTAL ROAD. The proposed north coastal highway project will solve the traffic jams at the Consolacion-Liloan road. The proposed highway will start from Plaridel Ext. in Mandaue City, extend to Barangay Tayud in Consolacion, then to Liloan. I have heard that this project was scheduled for implementation in 1999 yet. But I don’t know why, until now, it has not been started. The highway was supposed to follow the coastline from Sandoval Shipyard in Consolacion to Liloan.
Motorists from northern Cebu will be happy if DPWH can build a bridge across Cansaga River, from Paknaan to Sandoval Shipyard in Tayud. It is a very important segment of the coastal highway project.
With the construction of the bridge and the improvement of its approach road, there will be an alternative route to Liloan proper because a concrete road, which spans from Sandoval Shipyard to Liloan, is already in place.
COCO LUMBER. The texters from Cebu City and Mandaue City are surprised with the proliferation of coco lumber despite the memorandum of Philippine Coconut Authority (PCA) Administrator Evangeline Valbuena. The memorandum prohibits the regional and provincial PCA offices from issuing wood cutting and transport permits. One texter from Cebu City said, “Why do volumes of coco lumber loaded in vans continue to arrive at the Cebu port from Mindanao despite the existence of the memorandum? This shows that PCA men in the regional and provincial offices are conniving with coco tree owners and traders.”
Another texter from Mandaue said, “The PCA administrator’s memorandum is apparently not heeded because one can see volumes of lumber on display in stores from Ibabao to Basak.
BOUTIQUE. In his e-mail, Camay said the owners of Saboten, a boutique at the Mactan airport allegedly owned by Korean nationals, should apologize not only to Cebu Gov. Gwendolyn Garcia but also to the entire Cebuano community. Garcia, a member of the board of Mactan-Cebu International Airport Authority (MCIAA), has threatened to close the shop for banning Filipinos.
US DRIVER’S LICENSE. Rosales, another reader, inquired whether he can drive in Cebu with his US driver’s license.
For the benefit of the other Filipinos abroad who might take a vacation in our country, lawyer Vicente Gador, Jr., acting chief of the Land Transportation Office 7 operations division, said a balikbayan can drive in the country using his US driver’s license for a period of 90 days. “If the balikbayan decides to extend his stay after the 90-day period, he has to apply for a student driver’s permit to qualify for the issuance of a driver’s license,” Gador said.
