State, power firm work together for barangays

A PRIVATE firm has agreed to fund a project to supply electricity to far-flung barangays in Luzon and the Visayas.

Two government agencies will implement the P50-million project.

The Department of Land Reform (DLR) and the Department of Energy (DOE) have linked arms with Mirant Philippines Foundation to provide power to selected barangays that lack electricity.

DLR 7 information officer Angelina Manubag said Secretary Rene Villa, Energy Secretary Vicente Perez and Mirant president Edgardo Bautista recently signed a memorandum of agreement to fully implement the project.

The project is part of President Arroyo’s 10-point agenda of providing electricity to all barangays by year 2010.

Mirant, a private corporation, agreed to fund the project and provide the procurement and delivery of the equipment once it will be implemented.

Manubag pointed out that since DLR has been efficient in the implementation of foreign-assisted projects, they have been selected to choose the barangays that will benefit from this.

Secretary Villa has instructed the regional and provincial offices to submit a list of barangays qualified for the project.

The DLR is targeting barangays that are at least 50 percent without electricity. From the list, DOE would select the areas feasible for the project.

In Region 7, records at the Support Services Office showed that some barangays in Cebu, including those in Toledo City and the towns of Bantayan, Borbon and Tuburan, still lack electricity.

Some barangays in Negros Oriental, such as those in the cities of Bayawan, Canlaon, Bais and the towns of Sta. Catalina, Vallehermosa, Guihulngan, and La Libertad, are powerless.

In Bohol and Siquijor, some barangays in the towns of Ubay, Dimiao, Trinidad, San Miguel, Pilar, Danao, Mabini and Cang-atuyom still lack sufficient power.

Aside from providing electricity to the selected barangays, Villa also aims to provide better livelihood and greater economic opportunities once the project is implemented.

Manubag said DLR will conduct trainings in capacity-building for concerned barangay officials and their communities to ensure the smooth implementation of the project.

Manubag hopes that all barangays in their list will all be feasible for the project so the areas will have electricity. LLV
