Toledo’s SK bloc opposes Cebu Occidental proposal

YOUTH leaders in Toledo City are defying the stand of the city’s elected officials who support the move to create a Cebu Occidental.

The Sangguniang Kabataan (SK) Federation of Cebu’s western city passed a resolution “strongly opposing” the move to divide Cebu into four provinces.

Signed by SK presidents of 13 barangays, the resolution stated there is no need to divide Cebu Province because the Provincial Government is “meeting the needs” of its five component cities and 47 towns.

The SK leaders believe that the plan to create Cebu del Sur, Cebu del Norte and Cebu Occidental, which named Toledo as its seat of government, is political.

“Gov. Gwendolyn Garcia is doing her best to unite the whole Cebuano people (despite varying) political affiliations,” read the resolution.

Last Friday, proponents of the House bills to carve other provinces out of Cebu announced they are bent on pursuing the plan, even if the Provincial Government refuses to fund the required plebiscite.

Rep. Antonio Yapha, leader of the third district, of which Toledo is a part, has said they are willing to use their discretionary funds for the purpose.

Earlier, the Municipal Government of Balamban, the highest income earner among towns in Yapha’s district, passed a resolution asking him to withdraw his bill.

Aside from Yapha, Rep. Clavel Asas-Martinez also wants a new province out of the nine towns in the fourth district, while Rep. Simeon Kintanar also filed a bill to make a Cebu del Sur of the 15 towns in the second district.

All three believe that the government will be closer to the people this way, so development in the towns far from Cebu City will be hastened. Several local government units, leagues of officials and nongovernment groups oppose the plan. JPM
