CH official named city prosecutor?

Talks at Cebu City Hall that he is now the new city prosecutor surprised Acting Human Resource Chief Ralph Sevilla yesterday.

Greetings from his friends and colleagues and interviews from the media on his appointment surprised Sevilla, who said he did not apply for the position.

“I’m so shocked. I really have no idea but I think (Acting City Prosecutor) Nick (Sellon) is still the best man for the job,” Sevilla, who has been practicing law in the last 11 years, told Sun.Star Cebu yesterday.

“I am more excited to know who pushed for my name than assuming the job,” he said.

No memo yet

Justice Secretary Raul Gonzalez, in a separate interview, admitted signing last week some memorandum on the appointments of new prosecutors but could not recall the names and the regions.

Gonzalez said he already endorsed the memorandum to regional state prosecutors.

But Regional State Prosecutor Antonio Arellano said he has not yet received any memorandum from Gonza-lez on the appointment of the permanent prosecutor.

Arellano said if Sevilla was indeed appointed as Cebu City Prosecutor, then he must have applied for the job.

“One has to apply for the position or even if somebody has recommended him or her to the post. He has to submit his bio-data and the corresponding clearances from the National Bureau of Investigation, Civil Service Commission, the Ombudsman and the Sandiganbayan. Otherwise, there will be no documents for the screening committee from the Department of Justice and Malacañang to go over in evaluating the would-be appointee,” he told Sun.Star Cebu yesterday.

Among those who applied for the position were Assistant City Prosecutors Mary Ann Castro, Rodolfo Golez and Acting City Prosecutor Nicolas Sellon.

“Anyway, let’s just wait until the documents are available,” Arellano said.

Enjoying life

Sevilla, who figured in some ombudsman cases while he was acting city attorney and city legal officer, said he is now enjoying his life “away from the controversies.”

“I’m enjoying my little private practice in law as I am already away from the watchful eyes of my detractors.

If I am indeed appointed, then I have to be very careful since that office is so full of controversies,” Sevilla said.

Sevilla is known as a supporter of the Bando Osmeña Pundok Kauswagan and a friend of Sen. Serge Osmeña III, Mayor Tomas Osmeña’s elder brother.

“If it was the mayor who endorsed my name, I don’t know because he did not promise me anything,” he said.

Sevilla has not seen any document regarding the appointment.
