Fiscal’s ‘double pay’ hit
Is it proper for Rodolfo Golez to serve as acting Cebu City attorney and assistant city prosecutor at the same time and receive compensation for both jobs?
This was the question raised by lawyer Gloria Lastimosa-Dalawampu during a hearing of the civil case in relation to the closure of the Cebu South Coastal Road yesterday.
She also said Golez should not appear as counsel for Cebu City officials until the question is resolved.
“I am just in a quandary as to how that can be proper for him to be an assistant city prosecutor and at the same time the acting city attorney?” Dalawampu asked the court.
She said Golez’s two personalities have been bothering her for a long time, but she never had the chance to question it until yesterday.
Golez, for his part, told Delawampu that he is still an assistant city prosecutor detailed at the City Attorney’s Office.
Dalawampu then questioned whether Golez “is receiving salary from the Department of Justice (DOJ) and, at the same time, receiving honorarium, commission or other incentives from the Cebu City Government.”
Golez admitted that he is receiving a salary from the DOJ as well as an honorarium from City Hall for a committee membership, which he said is regular for any prosecutor detailed at City Hall.
He said he has a memorandum, signed by Justice Secretary Raul Gonzalez, that states his detail order at the attorney’s office.
Acting Cebu City Prosecutor Nicolas Sellon confirmed this, saying there should be no question to the detail since Gonzalez signed it.
“This should be enough basis that the detail order is legal and proper,” Sellon said. “I don’t see such impropriety in his handling of the case,” he told Sun.Star Cebu.
Sellon said there is also no conflict of interest since the case is civil in nature.
Judge Geraldine Faith Econg ordered Golez to bring during to the next hearing the memorandum detailing him at the City Hall. (JGA)
