Talk back: Former Napolcom officer By Zandro Ronnie E. Oriol Public Information Officer National Police Commission 7
This has reference to the story, “CIIB arrests ex-Napolcom officer’s son for drugs” by “JST” (Sun.Star Cebu, May 31, 2005, page A7).
We wish to clarify two points:
l Matt Albino is indeed the son of Lucilo Albino, former chairman of the Police Regional Appellate Board of Napolcom 7. But the elder Albino died years ago.
The writer should have indicated such fact to maintain the integrity of Albino, who in his lifetime never tolerated such kind of behavior from his sons.
Also, the inclusion of the name of our office in the headline was not necessary as it highlighted the office, or the former officer connected with it, instead of the suspect.
l The second paragraph of the article referred our office as “defunct.” The word somehow demeans the existence of a still active, constitutionally mandated office tasked to administer and control the Philippine National Police or PNP (Article XVI, Section 6).
The writer should have known that as long as the 1987 Philippine Constitution exists, Napolcom will continue to fulfill its mandate.
Our office, located at 210 Natalio Bacalso Ave., Cebu City, is serving PNP members in the region (our main clientele) and the public who wish to file administrative complaints against erring police officers.
(Matt Albino was identified as a son of a former Napolcom official by Supt. Pablo Labra II, chief of the Criminal Investigation and Intelligence Bureau, in an interview with reporters. We did not know that the elder Albino had died.
The reference on Napolcom being a “defunct” office was a copy editing error.
JST wrote correctly that Napolcom is an existing office.—Editors)
