Brys. want exemption from new trash plan
Even before the new garbage collection system can be implemented, some Cebu City barangay officials are already asking to be exempted from the new scheme.
Officials from at least three barangays asked Councilor Nestor Archival to allow their garbage collection to be done as usual instead of synchronizing their collection schedule with that of City Hall’s.
The new schedule and the “no segregation, no collection” system will be implemented in four barangays starting today.
Dump trucks of the barangays and the Department of Public Services (DPS) will collect only during the specified time and only garbage that has been segregated into biodegradable and non-biodegradable waste.
Daily collection
Pahina Central Barangay Captain Sisinio Andales said they should be allowed to collect garbage anytime they want to make sure that all garbage in the barangay will be collected daily.
“The new schedule should cover only the city’s trucks because there are establishments in our areas that the city’s trucks can’t serve. It can’t even collect garbage on a daily basis while in our barangays, we make sure that everything is collected,” Andales said.
Barangay officials gathered at the City Hall yesterday for the briefing on the dryrun on the implementation of the “no segregation, no collection” policy today.
Only Barangays Carreta, Tejero, Mambaling and Duljo Fatima will have the dryrun while other barangays will implement the new scheme on July 1 yet.
Archival and DPS Head Dionisio Gualiza said some barangays may be allowed to stick to its own garbage collection schedule but only on a case to case basis.
However, they also asked the barangays to give the new scheme a chance to be implemented.
“The purpose is to have a uniform garbage collection system in all barangays because if we just collect all types of garbage anytime, the residents will abuse. The enforcement of the system will be a failure if we let the barangays collect on their own,” said Gualiza.
For his part, Archival said that once the barangays can show they can manage their own garbage effectively, the City will no longer intervene in the barangay’s garbage collection.
But during the dry run, all barangay and city dump trucks will have to follow the new schedule when collecting in major thoroughfares.
For barangays in the south, biodegradable waste will be collected from 4 a.m. until 12 noon only on Mondays, Tuesdays, Thursdays, Fridays and Sundays while non-biodegradable waste will be collected on Wednesdays and Saturdays.
Collection of biodegradable and non-biodegradable waste in the barangays in the north will be done on the same days. It will be collected from 12 noon to 8 p.m. for some barangays and 8 p.m. to 4 a.m. for other barangays. (LCR)
