Mandaue City Mayor Thadeo “Teddy” Ouano yesterday denied initiating moves to remove his sister, City Councilor Jovita Tuela “Joy” Ouano, as president of the Liga ng mga Barangay.
“Barangay captains have a mind of their own. Di ko manghilabot nila,” Teddy told Sun.Star Cebu.
As far as he is concerned, Teddy said he and Joy are still siblings. But if Joy is removed as Liga chief, Teddy said he can’t do anything about it.
Barangay captains met with the mayor last Monday and discussed the process for Joy’s ouster.
Plans for Joy’s removal have long been talked about, but as of yesterday, nobody has made the first move.
According to the National Liga ng mga Barangay, a Liga officer can be suspended or removed from office through a written petition signed by two-thirds of all members of the chapter.
Barangay captains can file a complaint against Joy, questioning the Liga’s non-holding of regular meetings, said Barangay Captain Marcelino Alivio.
The complaint will be endorsed to Teddy, then to the city legal office, before it will be forwarded to the Department of Interior and Local Government (DILG).
The DILG will then decide whether Joy stays or goes.
If barangay captains push for Joy’s ouster, they will follow due process, Alivio said.
The process will take long, but this will assure other barangay captains that they have not violated any rule in the removal of the Liga president.
If the ouster will be done in a rush, the move might be questioned later, Alivio said.
A barangay captain or even a concerned citizen can file the complaint, Alivio added.
The Liga in Mandaue City has not held meetings for over a year.
Joy called for a meeting with barangay captains last Friday, but only three representatives reportedly came.
The rift between Joy and her brother Teddy was initially kept within the family, but was later made public.
Other sources said Teddy wants Joy removed as Liga president so she won’t be able to sit as ex-officio member of the City Council anymore.
Barangay captains have regular meetings with the mayor every first Monday of the month.
It was in one of these meetings that the barangay captains created a “political” group separate from the Liga.
