Speak out: Why I am for splitting Cebu By Antolin M. de la Serna Guadalupe, Cebu City
Let me premise my piece that I am in favor of splitting Cebu into two, and not into three or four tiny provinces.
My stint with the Department of Public Information (DPI) and with the Cebu Provincial Government during the time of former governors Lito Osmeña and Tingting de la Serna brought me to the sitios and mountain barangays of the province.
The survey conducted by the office of then DPI 7 regional director Godo Roperos revealed, among others, that the presence of government was hardly felt in many of these places.
This revelation was reinforced by the results of a more in-depth survey and evaluation made by Governor de la Serna’s Countryside Development Outreach Project.
Our brother Cebuanos in the countryside and in the far-flung barangays could attest to this. They’re hungry for development that we usually pour only on urban centers and vote-rich areas. Hence, the exodus to the capital.
But we cannot entirely put the blame on the provincial government. Cebu is just too big both in area and population to be governed by just one provincial authority. The hinterlands, and even some poblacions, up to now, remain isolated and neglected.
