Barangay captains ‘snub’ Joy O’s call

Only three barangay captains attended the meeting at the Opao Barangay Hall called by Mandaue City Councilor and Liga ng mga Barangay president Jovita Tuela “Joy” Ouano last Friday night.

They were Marcelino Alivio of Basak, Alex Borbajo of Canduman and Damaso Tumulak of Labogon.

With the absence of the 23 other barangay captains, the matters enumerated in the agenda for the meeting were not discussed.

President’s report

Ouano would have given her president’s report and informed the barangay captains about a mini-fire truck and office equipment for sale.

Tumulak told Sun.Star Cebu that the barangay captains were “validly informed” of the meeting.

“Dili lang unta mahad-lok moadto (there’s no reason for them to be afraid to attend),” he said.

Alivio said he told Joy’s brother, Mayor Thadeo “Teddy” Ouano, that he was going to the meeting that Joy called.

“Dili man ko mahadlok (I have nothing to be afraid of),” he said.

The Ouano siblings have had a falling-out after the mayor accused his sister of campaigning against his son Alfred Francis, who ran for president of the Municipal Councilors’ League last year. As a result, the Liga in Mandaue City has not held a meeting for over a year, although barangay captains continue to have regular meetings with the mayor every first Monday of the month.

Informal talk

Alivio said that last Friday, they ended up having an informal conversation with Joy, who reportedly expressed her sentiments about the Liga.

They also informed her of the developments during the barangay captains’ meeting with the mayor last Monday.

During that meeting, a secret balloting was held for the barangay captains to choose who they wanted to be Liga president.
The result has yet to come out.

Alivio said he doesn’t want Joy removed from the Liga but he will abide by the decision of the majority, adding that he wants due process to be followed.

Tumulak, for his part, refused to say whether or not he will support moves to remove Joy as Liga president.

Besides, nobody has approached him about the matter.

Status quo

Tumulak, the only barangay captain in Mandaue to have no alliance with the Ouano administration, prefers to maintain status quo.

Other sources said Teddy wants Joy removed as Liga president so she won’t be able to sit as ex-officio member of the City Council.

In an earlier interview, the mayor has denied being involved in moves for Joy’s removal from the Liga.

But if Joy is removed as Liga chief, Teddy said he can’t do anything about it.
