Region’s councilors oppose Sugbuak plan
The Philippine Councilors’ League (PCL) Regional Council has furnished the Cebu Provincial Board (PB) a copy of a resolution they unanimously sponsored to express “strong objections” to the bills for Cebu Occidental, Cebu del Sur and Cebu del Norte.
In a document signed by PCL Regional Council Chairman Roel Degamo, the councilors cited the expected decrease of funds for countryside development, because money will then go to the administrative costs of creating new provinces.
Like other organizations of elected officials, the PCL Regional Council also used as its reason the projected cuts in the existing provinces’ share of the Internal Revenue Allotment (IRA).
Local government units who oppose the plan outnumber those who express support for it.
At least 37 of Cebu’s 53 towns and cities have passed resolutions against the plan. The Cebu Provincial Board, however, voted for the creation of new provinces, evoking criticisms for wanting to break the province that they represent.
It was in February this year when Reps. Clavel Asas-Martinez, Simeon Kintanar and Antonio Yapha filed the bills to make new provinces out of their respective districts.
They said this was the only way to go for the remote towns to develop, as the new provincial governments will have smaller territories to take care of.
Some people believe that their move was because they are already on their last term, but the three stressed that politics had nothing to do with their bills.
These also seek to get half of the assets of the existing Cebu Province.
Gov. Gwendolyn Garcia’s camp has projected that the new provinces will suffer from huge budget deficits starting from their first year of operation. (JPM)
