Barangay chiefs form task force to aid peace council

A task force has been created by the Association of Barangay Councils (ABC) to evaluate all crime incidents in Cebu City’s 50 urban barangay.

Composed of four ABC staff members, the task force will consult barangay tanods and crime volunteers every Monday to Wednesday and make a report to the ABC by Thursday.

ABC president Eugenio Faelnar will use the gathered information for the ABC’s report to the Police Coordinating and Advisory Council (PCAC) by Friday.

In an interview, Faelnar said they decided to come up with a specific group that will relay information direct from the field as a proactive effort to ensure peace and order and rule of law.

“Instead of waiting for a report from the barangay captain, the task force will be the one to go to the barangays. We think it’s better to ask the residents themselves than just wait for a report,” he said.

Faelnar also said the 30 mountain barangays are easier to monitor and barangay intelligence networks there are already in place.

Video carrera units, he added, are also easier to detect in mountain barangays than in urban areas.

The task force’s inception came on the heels of the arrest made last July 2 by Criminal Investigation and Detection Group (CIDG) 7 operatives of four persons allegedly engaged in jueteng operations in Barangay Guadalupe, where Faelnar is barangay captain.

Even the local police and ABC officials expressed surprise over the presence of the illegal numbers game, and acknowledged the need to improve intelligence information gathering considering that CIDG based the operation from information from the field.

Through a resolution proposed by Councilor Augustus Pe, Jr., the Cebu City Council yesterday congratulated the CIDG policemen for the operation.

“(They) are found to be worthy of recognition as exemplary models for other police forces to follow, for immediately arresting jueteng operators before it will become a major problem in Cebu City,” the resolution read. (RHM)
