Teddy’s bro ‘slaps’ enforcer

The younger brother of Mandaue City Mayor Thadeo Ouano allegedly slapped an enforcer over a traffic violation last Thursday.

Dexter Dumaguet stopped Rafael Ouano near the Mandaue Coliseum in Barangay Ibabao last Thursday afternoon for not wearing a helmet while on board a motorcycle.

Rafael reportedly asked Dumaguet if he recognized him and then slapped the traffic enforcer.

Rafael left the scene without getting a traffic ticket.

Dumaguet has yet to consult his supervisor, Damian Enriquo “Kookie” Ouano, regarding the incident.

Kookie, deputy executive director of Mandaue City’s traffic body, is a nephew of the mayor and Rafael.

Car broke down

In an interview, Rafael denied hitting the traffic enforcer.

While it’s true he did not wear a helmet, Rafael said he pleaded with Dumaguet to let him through.

Rafael’s Mitsubishi Pajero bogged down near the Mandaue Coliseum and he had to hitch a motorcycle ride with a friend so he could get a mechanic.

Rafael insisted he could not have hit Dumaguet because the enforcer is bigger than he is.

“He should show a medical certificate to prove that he was hit,” he said.

Rafael said it was Dumaguet who was arrogant.

He said the enforcer even asked for some snacks, prompting him to ask Dumaguet if he knew who he was talking to.

Although Rafael said his name, he did not tell Dumaguet that he is the mayor’s brother, he added. (AAG)
