Micame: Homeowners hit housing administrator By Rel P. Micame
HOMEOWNERS’ COMPLAINTS. Two homeowners from Brizas Subdivision in Barangay Nangka, Consolacion, came to my office the other day to air their complaints against the housing project administrator, who allegedly failed to act on the residents’ concerns.
The two homeowners, who requested not to be named, told this corner that the administrator just played deaf and blind to certain drunkards, who make noises up to the wee hours of dawn, to the discomfort of the homeowners.
The two homeowners also said the administrator does not call the homeowners to a meeting to hear their grievances. The administrator also allegedly did not act on the request of a V-hire operator to serve the transport needs of the subdivision residents, especially students studying in Cebu City. Car owners in the subdivision prefer to take V-hire vehicles, to save on gasoline.
When I called up Jun Rosaroso, manager of the V-hire transport system in Consolacion, he said he is willing to sit down with the homeowners to discuss how he can best serve the transport needs of the residents. Rosaroso said he can station a V-hire vehicle regularly at the subdivision.
REHABILITATION. Can the biologically dead Butuanon River in Mandaue City be rehabilitated? Can flora and fauna in the waterway be restored? Yes, it can be, if the Department of Environment and Natural Resources (DENR), Mandaue City Government and the private sector will cooperate.
The Citizens’ League for Ecological Awareness and Responsibility (Clear) is initiating moves to rehabilitate Butuanon River, which was declared biologically dead in the early 1990s.
Clear, an environmental group based in Mandaue City, together with Kita, a Japanese non-government organization, will implement a rehabilitation program for the waterway.
To gather more support from stakeholders, Clear will organize a symposium on July 29. The group identified planting of trees along the river as one of the steps towards rehabilitation.
Clear and Kita are determined to accomplish their objectives. But the two groups will fail if the DENR and the City Government will not do their job. I believe the DENR already knows the factors that contributed to the demise of the waterway.
One of these is the presence of processing plants that dump their untreated wastewater into the waterway. There are also individuals who throw their toxic wastes into the river. The DENR should furnish City Hall and Clear the names of manufacturing establishments that do not have wastewater treatment plants.
POLITICAL WILL. This corner gathered that in the 1990s, only 30 percent of the processing plants operating along and near the river had wastewater treatment plants. The rest of the firms just dumped their untreated wastewater, including toxic wastes, into the waterway. The firms’ common excuse? It’s expensive to put up a treatment plant.
The City Government should give ultimatum to the firms that do not have wastewater treatment facilities. City Hall should also encourage the processing plants to install a common facility, which they can share among themselves.
The City should have the political will to close factories that do not comply with environmental laws, rules and ordinances.
