Pesquera seeks acctg. of exec dept. spending
Councilor Jocelyn Pesquera, head of the committee on budget and finance, wants the Cebu City Council updated on how the executive department earned and spent its revenues in the last three years.
Pesquera will bring up to the body today four proposed resolutions asking the City Planning and Development Officer Nigel Paul Villarete to submit on or before Aug. 4 four separate reports related to his duties as head of the local finance committee and supervisor of the Local Development Council (LDC) secretariat.
This would include Villarete’s analyses of the City’s income and expenditures for 2002, 2003 and 2004.
Also, Pesquera wants the finance committee, headed by Villarete, to apprise the council on the City’s collection forecasts and targets for 2006 showing the performance standards of each month.
Requests
She also wants to know how well the different offices performed in undertaking development projects for the first six months this year, by requiring Villarete’s office to submit another report.
The report should focus on the review of the cost and accomplishments of all departments against their performance standards in undertaking development projects.
In another draft resolution, Pesquera also wants Villarete to submit another report on the status of all projects included in the Annual Investments Plans (AIPs) for 2002, 2003 and 2004.
Her requests would be contained in four separate resolutions citing Villarete’s duties and responsibilities under Sections 316 and 476 of the Local Government Code.
Section 316 provides the creation of the finance body composed of the treasurer, budget officer and the planning and development officer.
Patterns
Section 476, on the other hand, stipulates the planning officer’s function to analyze the income and expenditure patterns of the local government unit and the control and supervision of the LDC secretariat.
In an interview, Villarete said once he receives the resolutions he will comply with the requests “as humanly possible.”
But he could not speak for the status of the AIPs in the last three years because he was already relieved of his duties as head of the LDC secretariat.
“It has to be official, we will do our job in accordance to what is required of and in accordance to what is humanly possible. We can’t force blood out of stone,” he told Sun.Star Cebu yesterday.
Offshoot
Pesquera’s move is an offshoot of the series of closed-door hearings on the proposed second supplemental budget, which amounted to P112.9 million when the council questioned the prioritized items in the budget.
The body asked why the finance committee failed to include the honorarium for barangay workers and the pre-approved infrastructure projects in the barangays.
Instead, the City prioritized the P11.58-million budget for the salaries of the 110 cum laude graduates, who were hired as casual workers early this year for the Special Department of Innovation and Change.
Councilor Augustus Pe, Jr. had suggested that the council be “consulted first before finalizing the next supplemental budget since there are resolutions approved by the body and the mayor that need immediate attention.” (GAC)
