DILG orders checkpoints, gives ultimatum to police

THE country’s police force is given until December this year to reverse the “deteriorating” peace and order situation.

Interior and Local Government Secretary Angelo Reyes issued the directive after noting the decline in and the people’s clamor for police action.

With this, Police Director Isidro Lapeña, directorate for operations, sent a memorandum to all police regional offices calling for new measures in crime fighting.

Police are being reminded to increase police visibility and to intensify the conduct of police checkpoints.

Lapeña also told police commanders to “vigorously” implement the no plate-no travel policy.

Watch groups

To help police in their campaigns against crime, police chiefs were told to organize and activate neighborhood crime watch groups.

Aside from neutralizing criminal gangs in their areas of responsibility, they are also being reminded to purge their ranks of misfits and scalawags, with emphasis on those involved in extortion activities.

The memorandum directed unit commanders to be accountable for crimes that occur in their areas of responsibility, while national support units would play an active support role.

Lapeña said these crimes include kidnapping incidents.

He cited the need to improve their credibility, not just to gain respect from the community, but also to be feared by criminals.

“Unit commanders must exercise leadership over their subordinates and must be willing to take the risk for the service,” the memorandum read.

Lapeña further directed that unit commanders be rated regularly for their performance.

The results should serve as basis for determining positions or promotions for police officers.

“The doctrine of command responsibility still stands at all levels of command,” Lapeña said.

Lapeña’s memorandum was sent to the Police Regional Office 7 and was disseminated by Regional Operations and Plans Division Chief Augusto Marquez to the lower units.

Marquez also ordered all commands to be on heightened alert in light of the recent Zamboanga City bombings.

He reiterated the order to intensify intelligence operations and secure all vital installations. MEA
