Mongaya: Sugbuak hearing By Anol Mongaya
PROPONENTS for the creation of additional three provinces from the existing Cebu Province are afraid of holding congressional hearings here. They don’t want to give opponents an opportunity to demonstrate before their House colleagues about the unpopularity of the bills in Cebu.
Nevertheless, I don’t think substantial matters would be taken up during the hearing be it held in Cebu or in Metro Manila. Instead, we will have more exciting verbal skirmishes between two taray lady officials Cebu Gov. Gwen Garcia and Rep. Clavel Asas-Martinez.

Some Cebu City councilors are worried about the ongoing feud between Customs District Collector Lourdes Mangaoang and the Criminal Investigation and Detection Group (CIDG). They said the controversy is affecting the city’s business community. Mahadlok na mo-import ang inyong mga migo, sir?
However, our city leaders should be careful in their efforts to be peacemakers. The move should not be interpreted as a bid to make “everybody happy.” Cynical customs observers believe that “peace” would mean including the CIDG in the customs “tara.” Among others, this would result in a bigger bill for your friends.
On the other hand, the city’s big boss, who has a reputation for being tough, had accused the CIDG of extortion. He could practically make the life of CIDG men difficult. The city councilors could pursue the big boss’ move further by telling the CIDG to get off the customs turf. The deliberation of the proposed resolution, for instance, might include calling CIDG officers to one formal session and officially answer the council’s questions. Tan-awon nato og di ba mo mokanga.
An informant who is sympathetic with the CIDG said there was actually a shipment for Russ Jao but was delivered to another bodega. Hmmm, it’s possible. You better give me more juicy details.
But if this is true, the CIDG unfortunately still messed things up. You better stick to patrolling your territory.
During the stint of former RAM leader Billy Bibit at the Aduana, he reportedly would settle turf conflicts by calling top officials of offending agencies privately and say, “O ano, gusto nyo talagang kalabanin ako?”
Being a lawyer, Collector Mangaoang, on the other hand, has a history of filing cases to assert customs jurisdiction.

Mandaue City Mayor Teddy Ouano’s son has reportedly received enthusiastic welcome from Mandauehanons during two recent speaking engagements. Is he positioning himself to assume the legacy of his grandpa and dad? This should make Mandaue politics more exciting than it is.
