Teddy urges 3 CH bodies to collect overdue accounts

Mandaue City Mayor Thadeo Ouano wants to make sure the City’s economic enterprises are earning well for the local government.

The mayor issued directives to the Local Health Board, the City Market Authority and the Mandaue City Board on Socialized Housing (Macbosh), asking them to draw a list of renters and beneficiaries who have unpaid dues.

Ouano issued the directives to the three bodies, asking them to implement measures to collect overdue accounts.

The mayor said that even if the city hospital generates income, it still draws subsidy from the City.

He also noted a number of stallholders at the market who do not pay their rentals on time.

The mayor stressed that payments for housing projects have to be collected to repay housing loans.

In executive order 14, the mayor said a number of promissory notes with the city hospital remain uncollected.

The City has to sustain and expand hospital operations, thus the need for more funds, he added.

Status

“The services rendered by the city hospital are considered public in nature but would still need to generate income to support its operations considering that other public services are vital as well,” the mayor said.

Ouano also ordered the Local Health Board to submit a monthly report on the status of collection of overdue accounts.

The City Treasurer’s Office is likewise tasked to submit a separate monthly report.

Unpaid dues at the Mandaue City Public Market have reached some P250,000 as of July.

Market Administrator Antonio Taylo gave the estimate yesterday, saying the amount is still on a “safe level.”

The market has some 700 stalls but most of the vendors pay their dues.

Taylo regularly issues notices when the vendor’s dues reach P2,000.

Income generator

The public market is one of the City’s major sources of income.

Funds generated by the facility is used to support market operations and maintenance requirements to make trading more conducive and convenient.

Meanwhile, the mayor also wants to find out the status of the repayments in the Canduman New Settlement Project and other housing projects of the City.

The housing projects were implemented through funding from the National Housing Authority and the National Home Mortgage and Finance Corp.

“The capability of the City to repay such loans is directly dependent on the efficiency of the collection of the monthly dues from housing beneficiaries,” the mayor said

“Allowing the repayment deficiencies will only send a wrong signal to those who have been up to date with their repayments,” Ouano added.

The mayor said Macbosh, with the Housing and Urban Development Housing and the Estate Management Team, should impose penalties against delinquent beneficiaries.

It is not the first time for the mayor to remind the three offices to have unpaid accounts settled.

After winning a fresh mandate last year, the mayor also issued similar executive orders, saying he wants to improve operations of the hospital and the public market. (AAG)
