Talk back: All Cebuanos are affected

This refers to the opinion of Rel P. Micame on the Sugbuak bills (Sun.Star Cebu, Aug. 17, 2005).

Micame opined that the Cebuanos should not decide on those bills and that these should be submitted for plebiscite only in the fourth, third and second districts.

I disagree with him. All Cebuanos are affected by this innovative idea of three renegade lawmakers. Indeed, it is the entire province of Cebu that is at stake. Its territory comprising 48 municipalities and five cities, together with Cebu City as its capital, will be subject of political subdivision.

In short, this is a land or estate partition. By law and popular tradition, all Cebuanos, being heirs, must participate in the legal process of dividing the estate.
