Aid to pay for computerized ‘model court’

CEBU Province will soon have a state-of-the-art courtroom that will become a prototype of the country’s future courts, a judge said.

The high-tech court will be equipped with cameras, television sets, computers and other audio-visual and electronic devices that would make hearings comfortable and fast.

The multi-million courtroom, which will be funded by the World Bank (WB), will be built adjacent to the present Hall of Justice in Lapu-Lapu City.

Construction of the building is expected to start before Supreme Court (SC) Chief Justice Hilario Davide Jr. retires in December, and is estimated to be finished in less than a year.

Lapu-Lapu City Regional Trial Court Executive Judge Geraldine Faith Econg said the Lapu-Lapu City Government has pledged to donate the lot beside the present Hall of Justice for the construction of the building.

She added that Davide wants the model courts to form part of his legacy during his stint as the highest official in the judiciary.

“This courtroom will be fully-wired and all hearings will be computer-aided. This will make documentation of the proceedings faster and smoother,” Judge Econg said.

For instance, stenographic notes of the hearings can be accessed immediately after the hearing, because the stenographer would no longer have to transfer her notes to the computer.

“In the model court, all stenographic notes are automatically stored in the case’s data, which can be accessed anytime,” Econg said.

Aside from Lapu-Lapu City, similar courts will also be built in Angeles City in Luzon and in Cagayan de Oro City in Mindanao.

Econg said officials from the SC and WB will arrive on Sept. 5 to inspect the construction site.

The SC and WB officials will also start negotiating with the Lapu-Lapu City Government for the transfer of the lot to the High Tribunal, so that the construction can begin.

Econg said there is already money for the creation of the model court, and that work can immediately start by the time the lot is donated to the SC. GN
