Purchase of dengue chemicals ‘aboveboard’

A Cebu City councilor defended yesterday the results of the bidding on the anti-dengue chemicals, saying the winning bidder had the lowest price and complied with all requirements.

Aside from not having complied with bidding requirements, Four-A Agro Enterprises was also charging the City P500 more than the winning bid for a liter of the water-based lamda cyhalothrin chemicals.

Councilor Christopher Alix, chairman of the Council’s committee on health, said that even if Four-A completed the requirements, the bid would still be awarded to Colonie Enterprises since the latter’s price was only P2,400 per liter.

The bids and awards committee awarded to Colonie the contract to sell to the City P1.5 million worth of chemicals to be used in the mist spraying activities of the City Health Department to fight the dengue virus.

In a news conference yesterday, Mayor Tomas Osmeña said he would not mind if the council pursued a libel complaint against radio dyAB news anchor Leo Lastimosa for issuing malicious comments against some councilors.

Lastimosa allegedly insinuated that members of the Council got commissions from the supplier of the chemicals.

“I’m not surprised (of the plan to sue). Leo should be able to answer all of that. Why is he avoiding the council? I think the council has a right to defend themselves. Why, who does Leo think he is, Bobby Nalzaro?” said the mayor. Nalzaro is a broadcaster of radio dySS and columnist of Sun.Star Cebu.

Osmeña said he is willing to have another bidding if Four-A Agro still has a chance to comply with the requirements.

A rebidding, however, is no longer possible since Colonie Enterprises already delivered the chemicals to the City Health Department.

House-to-house spraying activities continue as the number of dengue cases in the city continues to increase, from 704 cases from Jan. 1 to Aug. 9 to 767 cases as of Aug. 16.

Twenty-one deaths have been recorded so far. (LCR)
