Micame: Seed garden project By Rel P. Micame
JOB CONTRACT. A prospective overseas contract worker (OCW), Redentor Codilla Jr. of Ormoc City, came to my office the other day to express his thanks to Evelia Dorato, officer-in-charge of the Philippine Overseas Employment Administration (POEA) in Cebu, for processing the job contract with his employer in Grand Cayman, Cayman Islands.
At first, the POEA official advised Codilla that the job contract would be referred to the Philippine Embassy in Washington D. C., as the position stated in his contract was that of a caregiver, not an occupational therapist, as applied for by Codilla.
With this requirement, Codilla was apprehensive that he won’t be able to leave on Sept. 1, as stated in the plane ticket bought by his employer in Grand Cayman. The new OCW was to replace an occupational therapist who is scheduled to leave his post on Sept. 3.
So Codilla had to explain to Dorato that his Grand Cayman employer only placed the position of caregiver because under the Cayman Government law, Codilla had to pass the licensure examination if he were to apply as an occupational therapist. Codilla assured the POEA official that his job in Grand Cayman will really be that of an occupational therapist.
“If that is the case, ask your employer in Grand Cayman to fax a letter to me of his assurance that your position will be that of occupational therapist,” Dorato told Codilla.
When the fax-letter arrived the following day, Codilla’s departure was processed after he paid the required fees.
WORK HARDER. South Reclamation Project (SRP) Manager Nigel Paul Villarete has to work harder to secure the special patent for the 295 hectares, so the City Government can pay the next bill of the Japan Bank for International Cooperation (JBIC), amounting to P600 million.
But, has Villarete secured from the Talisay City Government the certificate specifying that it has no boundary conflict with Cebu City? Environment Secretary Michael Defensor earlier said he would not issue the special patent without an approved SRP survey. The survey cannot be obtained without the certification.
The Talisay City Government has claimed that the SRP is encroaching on its territory by more than 50 hectares.
Rep. Eduardo Gullas (1st district) earlier offered to Cebu City Mayor Tomas Osmeña that he will not object to the issuance of the SRP title provided that Talisay’s claim is annotated on the title and the boundary dispute is settled in court.
Since Villarete has already subdivided the 295 hectares into 15 parcels, I’ll just presume the SRP manager had made prior arrangements with Talisay City Hall.
So, let us just presume that the Cebu City Government will have in its hands the 240 hectares of SRP lots, free from any lien or encumbrance. The marketing department of City Hall will be busy offering the 240 hectares to prospective investors, so it can pay the P600 million to JBIC.
PROMOTE PRODUCTION. Aside from its memorandum stopping the issuance of wood cutting permits, the Philippine Coconut Authority (PCA) will be tending a seed garden of hybrid coconuts within the compound of the Cebu State College Science and Technology (CSCST) in Barili. The CSCST will also help in the garden’s upkeep. PCA Regional Manager Gilbert Barraquias has identified a 30-hectare lot in Barangay Cagay within CSCST compound as best suited for the seed garden.
The seed garden project was made possible through the financial assistance of the Cebu Provincial Government, through Gov. Gwendolyn Garcia. The governor extended the funding to address the growing demand for coconut products in Cebu and the rest of the region.
