Toral: Common data dictionary By Janette Toral
As more government agencies are pursuing integrated e-commerce projects, the need for a common data dictionary is becoming more evident. Having a data dictionary will allow government agencies to have a reference point in designing their databases, to establish an acceptable format that will make it easy to consolidate or match data later on.
At the minimum, three data dictionaries must be prepared: one for citizens, another for business, and for land applications. As the National ID System project is ongoing, the citizen data dictionary may be finished soon. The business and land data dictionaries, however, can be a bit more complicated because of their scope. However, if government and private sector will work together, this can be done sooner.
A common data dictionary will also help the software development community, which is designing applications in these areas, ensure compatibility.

ANNIVERSARY. Microsoft Philippines is celebrating its 10th anniversary today. The company has surely gone a long way since it launched Windows 95 in the Philippines a decade ago. It is amazing how Microsoft has impacted the country in terms of its community service, such as its Partners in Learning program. Our sincerest congratulations go to Sam Jacoba for being the first Filipino Microsoft employee who bagged a Microsoft Circle of Excellence Award.
Corporate social responsibility is a culture that must be espoused by all companies in the country today. A company’s reason to exist should go beyond making profit. BIR Makes us Proud. Congratulations as well to the Bureau of Internal Revenue (BIR) for winning the Best E-Practice Award in the 2005 Asia Pacific Economic Corporation’s (Apec) Digital Opportunity Center competition for its Electronic Filing & Payment System (EFPS).
EFPS is an e-service that allows taxpayers to file and pay their taxes through the BIR website at www.bir.gov.ph. The award proves that our BIR is the leading agency in the implementation of electronic commerce in the government, not only in the country but in the whole Asia Pacific region.
