Free movies for pals cost CH checkers their jobs
Mayor Tomas Osmeña wants 14 cinema ticket checkers at the Amusement Tax Section of the City Treasurer’s Office fired and five others suspended following complaints on their alleged “dishonesty.”
But the City’s Human Resource Development Office (HRDO) recommended giving the employees, mostly disabled persons, due process, because some of them are already regular workers while others have worked for the City Government for more than 32 years.
City Administrator Francisco “Bimbo” Fernandez said the mayor got irked after the management of Gaisano Cineplex complained that the ticket checkers conspired with some of the theater personnel by allowing “their friends to enter for free.”
The ticket checkers are assigned to watch for the tickets issued by movie houses daily to its customers.
Fernandez said Osmeña found out that the ticket checkers “have known this irregularity all along but did not bother to report this to their superiors.”
“This had happened for a long time and they did not report it. It appeared that they conspired in cheating the management and the City Government,” he told Sun.Star Cebu.
An employee from the Amusement Tax Section, who asked not to be named, said that five of the ticket checkers involved are regulars.
Lawyer Miguel Cui of the HRDO said the matter is still being investigated and final evaluation will be known when Lawyer Ralph Sevilla, acting HRDO chief, who is still in Manila, arrives.
Fernandez said the mayor wanted the regular ticket checkers suspended while the investigation is ongoing.
Cui refused to give the names of the workers because they have yet to receive the memorandum.
The ticket checkers, who are assigned on shifts, are tasked to monitor the number of tickets issued to customers daily, add these up and reconcile the tally with that of the cinema.
The ticket checker would then submit a report at the end of the day to their direct superiors.
The recorded number of tickets issued serves as a basis for the Tax Inspection and Examination Division to assess the gross taxable income and for value of amusement tax that the corporation is supposed to pay to the City Treasurer’s Office. (GAC)
