Foundation to spend P5M for Rizal library

After so many years of having walls, floors and beams infested by termites, the Rizal Memorial Library and Museum will finally get fixed and renovated.

The Sinulog Foundation is donating P5 million for the project, which it will be undertaking with the Cultural and Historical Affairs Commission (Chac), the Cultural and Historical Affairs Foundation Inc. (Chafi) and the Cebu City Government.

The proponents will not only renovate the library and the museum, they will also improve the amphitheater on the third floor of the building, which is owned by the City.

Resolution

The City Council last Wednesday passed Councilor Arsenio Pacaña’s resolution authorizing Mayor Tomas Osmeña to enter into a memorandum of agreement (MOA) with Chac, the Sinulog Foundation and Chafi for the project.

According to the draft MOA, Chafi will constitute and organize a building committee that shall be tasked to oversee the renovation. The building committee shall submit a written report to Chafi as to the disbursement of funds and the status of the renovation.

The agreement also stipulates that the Sinulog Foundation shall be allowed to make use of a portion of the building as office space. They prefer the area being occupied by the Office of Barangay Capitol Site.

Vice Mayor Michael Rama had tasked Pacaña, head of the committee on tourism and cultural affairs, and Jocelyn Pesquera, head of the committee on budget and finance, last year to lobby with the mayor for the inclusion in the next year’s supplemental budget the funds needed to renovate the building.

Budget

The renovation of the museum was stalled in the Garcia administration.

Rama said they were lobbying for some P10 million to be included in the Annual Investment Plan (AIP)for 2005.

The museum houses the Chac office and the City Public Library.

When the council passed the annual budget for 2005 last year, some P121 million was set aside for the Local Development Fund, the source for the AIP.

But the proposed renovation was not listed. (GAC)
