Councilor seeks ban on students from Net cafes
A CEBU City Council committee pushed for stricter regulation and control of Internet cafes and game joints in the city to help keep students in school.
The committee on laws agreed with the proposed amendments to an ordinance that seeks to keep minors and students out of Internet cafes during school hours.
The committee is convinced that “the proliferation of truancy and delinquency caused by computers and computerized board games results in distracted academic and scholastic interests of students.”
“There is a need for stricter and stronger ordinances to control the possible damage wrought by high-technology devices,” the councilors said.
Although the committee already approved the amendments proposed by Councilor Arsenio Pacaña, the ordinance is still subject to final deliberation and approval by the council.
Acting on instructions from the mayor, Pacaña proposed to amend City Ordinance 1901, or “The Internet Café, Joint, Station, Center or Similar Business Ordinance of Cebu City.”
Elementary and high school students will soon be prohibited from entering Internet cafes and billiard halls during school hours, if the council approves the proposed revisions of three ordinances.
Stricter penalties also await owners of such establishments that admit students during school hours, if the amendments are approved.
Pacaña proposed to ban elementary and high school students from entering and using Internet cafés and billiard halls from 7:30 a.m. to 5 p.m.
Students who have a written approval from their school officials will be exempted, provided the use of the facilities is limited to school-related activities and research.
The same restrictions will apply to establishments with computerized video games, billiard and pool halls, if two other proposed ordinances are approved. LCR
