Councilor urges City to review procedures, hasten CH services
To help ensure the speedy delivery of services and salary of personnel, a Cebu City councilor urged the City Administrator’s Office to streamline the procedures at City Hall.
Councilor Edgardo Labella also requested City Administrator Francisco Fernandez to craft an updated functional and organizational chart, indicating the structures, tasks and relations of different departments and offices of the City Government.
The chart, he said, will serve as a road map to hasten the pace of the public’s transaction with the government.
Labella proposed a resolution seeking the streamlining of the processes involved in transacting with the City, after his office received reports that the processing of documents in several offices are still prone to delays.
Among the transactions that have been delayed several times are the processing of the honoraria of barangay workers and the release of the salaries of city employees.
Prejudiced
“If the snail-paced processing of documents and papers will not be appropriately addressed, then there is a strong possibility that the interest of the general public will be unduly prejudiced,” said Labella.
Some barangay officials have also been complaining about the slow processing of their documents and vouchers that sometimes caused the delay in the payment of honoraria.
The slow processing of papers also delayed the procurement of supplies at City Hall.
Intervention
“The need to introduce an appropriate intervention geared towards streamlining the system of processing documents is important considering that the latter is often the hitch-ridden feature of government bureaucracy,” the councilor also said.
Labella said such intervention should include an updated functional and organizational chart that will help hasten the processing of documents and papers, since this will show the general and specific flow of government functions and services. (LCR)
