Dalaguete’s working to get titles for lots bought, mayor tells COA

Dalaguete's mayor assured the Commission on Audit (COA) it is fast-tracking the transfer of titles and tax declarations of purchased lots from the original owners to the town.

“Of course, the owners did not allow us to transfer the property to the town’s name if we have not fully paid them yet,” said Mayor Ronald Allan Cesante.

“After the payment, that’s when we start working on the transfer. It will take time. But we made sure all the documents are in order. We are very transparent here,” Cesante told Sun.Star Cebu.

COA, in its recently released audit report for 2004, noted that the town paid for lots worth P1.6 million, although transfer documents were not fully complied with.

But Cesante explained that the municipality observed all the requirements in the implementing rules of the Local Government Code, in relation to the acquisition of property for public purposes.

The lots were bought for the town’s socialized housing projects.

As to the P200,000 from the Presidential Social Funds, which the town released to the Dalaguete Federation of People’s Organizations, Cesante denied there was no memorandum of agreement when they released the money.

“My fiscal managers are very strict on that,” Cesante added.

COA has pointed out that Dalaguete released the money to the federation although the MOA had yet to be prepared.

“Maybe it was just an oversight. The MOA was already there when we released the money,” the mayor said.

To prove that his town has not violated any COA rules, Cesante quoted the letter of audit team leader Sonia Lao to the COA director.

In it, the audit team leader stated: “There is no reason to believe that the financial statements are free of material misstatements and were prepared in accordance with applicable laws, rules and regulations and in conformity with generally accepted state accounting principles.” (MBG)
