PB to probe ‘defects’ on legislative bldg.

Two Cebu Provincial Board (PB) committees will look into the alleged defects found on the P60-million legislative building and some of the equipment installed.

The investigation, which the PB approved in mass motion, will be jointly conducted by the committees on infrastructure and complaints.

Provincial legislators have been complaining that their new building has leaks on its roof and cracked walls while their discussion system is not what they have specified.

PB Member Victor Maambong also wants to include in the investigation the stability of the elevator.

Yesterday, Maambong said he himself experienced the elevator “shaking vigorously” and the lights going off.

Just as he stepped out of the elevator, it conked out.

Capitol engineer Ramon Faelnar had alleged that Dakay Construction and Development Corp. did not follow the specifications in the contract.

Shed light

Last month, the PB invited Dakay Construction finance head Raymund Bertulfo to shed light on the matter.

Bertulfo, however, said they did not violate the contract, saying that they followed all item descriptions, cost estimate and program of work.

The purchase of the sound system was an “extra work” for their firm, he added.

It was already in the addendum of the original contract and there was no specified brand of microphones, but a model number exclusive to Philips was specified.

However, the microphones delivered were another brand and model number so Faelnar said Dakay Construction ended up not following the specifications.

Provincial Secretary Anecita Pasaylo told the PB members yesterday that she recently met with Bertulfo and requested him to change the discussion system.


Bertulfo told her to raise the matter to the owners of the firm and he will call her if they agree.

“Until now, he has not called so I guess they have not agreed to change the discussion system,” she said. (MBG)
