Toral: A maturing NTC

The recent memorandum circular on VOIP issued by the National Telecommunications Commission (NTC) indicates how the agency has matured and has come to understand value-added services (VAS) and those control the resources to kill prospective competitors.

Its provision asking carriers not to undercut their prices and block access to their facilities is a reflection of lessons learned from what has happened to Internet Service Providers (ISPs) in the country, which were forced to close shop due to high bandwidth cost and cheap Internet access pricing imposed by carriers.

E-Government Project Failure. With so many government e-commerce initiatives today, we must ensure that these efforts are really what the people want. A lot of e-government initiatives fail or were not as successful as planned.

Usually, this is caused by poor assessment of citizenry or business needs. Poor assessment occurs when government agencies plunge into developing e-government services without first consulting major stakeholders and finding out how such can be effective.

Many agencies develop guidelines or department orders only at the end of the project. As a result, government agencies realize that their projects do not answer the needs of stakeholders only after the guidelines have been presented to the people.

It is also time to consider a system to monitor and control these high-budget e-government initiatives. The usual post-audit may not be enough. Audit as per delivery, per milestone, should be considered in the process.

What the government needs to do is to identify the needs of stakeholders. Due diligence must be exerted to ensure the success of e-government initiatives.
