PB takes up code that provides for censorship board in Cebu

Cebu will have its local censorship board as soon as the Women Development Code of the Province is passed.

The code that Provincial Board (PB) Member Agnes Magpale drafted provides for the creation of a local monitoring board for movie, print, broadcast and multi-media.

The code was discussed during yesterday’s session and was supposed to be passed on second reading but was deferred as other PB members wanted some amendments.

Section 23 of the code states that the local monitoring board will recommend to the Movie Television Review and Classification Board the banning of materials that openly and indecently show, print or broadcast materials that degrade women.

Monitoring

The local board will monitor video shops, electronic communication, cable television, books and other forms of audio-visual channels or instruments.

Aside from the local monitoring board, the code also provides for the prohibition of printing, publication, display and distribution of pornographic scenes on movies, television shows, cyberspace, posters, billboards and other materials, which treat women as sex objects and commodities.

Shows depicting women as sex objects in private or public place or under scandalous circumstances are also violations of the code.

Forcing a woman or girl child to dance or do naked shows in public or private places for commercial or entertainment purposes are another violation of the code.

Violators will be imprisoned for not less than six months but not more than one year and fined not more than P5,000 upon the discretion of the court.

Magpale who chairs the committee on women, family and children has always been consistent in her fight for women and children’s rights. (MBG)
